Dubai’s RTA Reduces Vehicle Licensing Services by 74% to Just 14: A Major Digital Transformation

In a bold move to streamline government services and embrace digital efficiency, Dubai’s Roads and Transport Authority (RTA) has announced a major overhaul of its vehicle licensing operations — reducing the number of services from 54 to just 14. This strategic cut of 74% is part of a wider initiative aimed at simplifying procedures, cutting bureaucracy, and enhancing customer experience through digital transformation.

 

Why the Change?

 

The restructuring comes under RTA’s “360 Services” strategy, designed to eliminate redundancies and improve end-to-end user experience. Previously, customers were required to go through up to 13 separate service requests for a single task such as renewing a vehicle registration. Now, many of these processes are bundled into one seamless digital journey.

 

Key reasons for the transformation include:

 

Service integration: Merging similar or duplicate services (e.g., export and transfer processes now consolidated under ‘cancellation of registration’).

Time efficiency: Reducing wait times and documentation requirements.

Smart access: Enhancing service availability via the “Dubai Now” platform and UAE Pass authentication.

 

Digital-First Approach

 

The RTA’s new service model emphasizes remote, paperless processes. Residents can now access and complete vehicle-related transactions through unified digital platforms without visiting customer service centers.

 

Notable features:

 

Full integration with UAE Pass for identity verification and digital signatures.

Use of “Dubai Now” for vehicle renewal, ownership transfer, and more.

Removal of unnecessary service layers that previously delayed customer satisfaction.

According to Ahmed Mahboub, Executive Director of the Licensing Agency at RTA, the goal is to provide smart, proactive services that exceed customer expectations and align with Dubai’s vision for a fully digital government. The effort supports the UAE's broader goals of becoming a global leader in digital public services.

“We are not just reducing services, we are redefining them based on real customer needs and data,”Mahboub said.

 

From 54 to 14: What Remains?

 

While the RTA has not published the exact list of remaining services, it confirms that all essential vehicle licensing functions — such as registration, renewal, transfer, and deregistration — remain available in a more efficient format.

 

Dubai’s RTA is setting a precedent for how governments can modernize traditional bureaucratic systems through digital innovation. By focusing on customer needs, cutting redundant steps, and leveraging smart technologies, RTA is turning what was once a burdensome process into a streamlined digital experience — faster, simpler, and smarter.
