Under a major update announced by the Ministry of Interior, individuals from 52 countries can now legally operate a vehicle in the UAE using their valid home-country driving license—either while visiting or, in many cases, by exchanging it for a UAE driving license without undergoing testing.

Who Can Drive in the UAE with a Foreign License?
If you are a citizen of one of the 52 approved countries, you are permitted to drive a light vehicle or motorcycle in the UAE using your current valid home-country license. However, the rules differ depending on whether you are a visitor or a UAE resident.
✔ For Tourists and Short-Term Visitors
You can drive rental or privately owned vehicles with your valid home-country license.
No additional permit or International Driving Permit (IDP) is needed if your country is on the approved list.
You must carry your passport and a translated version of your license if it's not in English or Arabic.
✔ For UAE Residents
You are eligible to exchange your foreign license for a UAE license.
No theory or road tests are required if your nationality and license match the approved list.
You must complete an eye test, provide a license translation (if needed), and pay an administrative fee (typically around AED 600–800).
Residency visa and Emirates ID are required for the license exchange.

How to Exchange a Foreign License for a UAE License
If you are moving to the UAE and plan to live in Dubai, Abu Dhabi, or any of the other emirates, you’ll need a local driving license. If your country is on the approved list, the process is quick and straightforward:

Passport copy and UAE residence visa
Emirates ID
Passport-size photos
Eye test certificate
Arabic translation of the license (if applicable)
Application form and fees (AED 600–870 depending on emirate)

Abu Dhabi: Abu Dhabi Police – Drivers and Vehicles Licensing Department
Other Emirates: Respective traffic departments or online via the Ministry of Interior portal
In most cases, the exchange is processed the same day if documents are complete.
Important Notes and Conditions
Nationality Matters: In some emirates, such as Abu Dhabi, your passport nationality must match the license-issuing country. A mismatch can disqualify you from a direct license swap.
Insurance Validity: If you're driving a private (non-rental) vehicle, confirm with your insurance provider that your foreign license is accepted. Rental companies generally cover tourists driving with eligible foreign licenses.
International Driving Permits (IDPs): While not required for eligible nationalities, an IDP may still be useful in case of emergencies or if requested by authorities.
Driving Restrictions: These rules apply only to light vehicles and motorcycles. Heavy vehicles and commercial licenses are not covered.
Stay Within Visa Rules: Visitors cannot use a foreign license indefinitely. If you become a resident, your foreign license becomes invalid for driving and must be exchanged.
